Although love is a choice it’s a command from God, he didn't make it optional. Perhaps the countless reports of innocent individuals being hurt and dying at the hands of others stems from the lack of love they received themselves.

For the whole Law is fulfilled in one word, in the statement, "YOU SHALL LOVE YOUR NEIGHBOR AS YOURSELF." Gal 5:14
